I - Announcements and Agenda Notes

Minutes of June 14th meeting approved without objection.

Program Council received a reference copy of the completed listener survey. Copies will be brought to the PC members who asked for them at the June 28th meeting. Any absent PC members who want either the 11 page summary or the full 113 page  document should request one prior to June 28th from Tracy - who is getting them duplicated.

II - Evaluations

On June 28th, Program Council will review the completed evaluations for the Cycle 3 music programs: Over The Edge, Crack O'Dawn, and Puzzling Evidence, the two Sunday News teams, the Cycle 2 PA program: Sunday Salon, and the Cycle 3 PA programs: Full Circle and Africa Today. The remaining cycle 3 PA programs: Apex Express and La Raza Chronicles have been slightly delayed until early July. The Program Council anticipates completion of the entire broadcast schedule on or about January 2006 for a total of eight program cycles.

III - Special Programming

Reviewed Labor Collective proposal for a 1 hour special broadcast from the AFL-CIO convention floor in Chicago on July 25th. Technical and PA station staff to discuss options that might provide superior sound to broadcasted cell phone interviews. Labor Collective will be asked to attend portion of June 28th meeting to answer questions and discuss options prior to final approval. Labor Collective programming proposal for special programming on Labor Day remanded to June 28th meeting.

IV - Ongoing Programming

KPFB development remanded until further information is provided by GM and folks working on the plan. Discussion will be scheduled when they are ready with materials and info.

Grid ecology work-group to meet 8pm to 9:30pm on Tuesdays June 21, 28 and one other time to be arranged and anticipates presenting to the full program council on July 5th regarding schedule rationalization options. PC hopes to discuss and finalize possible modifications by July 12th for implementation post-August fund drive.

V - Administrative

Amelia, Mary and Annie are working on improvements to the program evaluation form. They will make suggestions to the full PC at the June 28th meeting if time allows, or as soon as possible thereafter. Improvements focus largely on eliminating questions that focus on issues some of the evaluators cannot properly assess - like the state of the log  sheet and the promptness of the programmers.

Minutes site (www.kpfapc.motime.com) will add the names of all the program council members and will provide an e-mail address to contact all the members.

Discussed the possibility of continuing communication stategies training as begun in the PC retreat on April 9th. There are some issues to be resolved with timing and expenses so the option remains open pending further discussion with the trainer.

I - Announcements & Agenda Items

Approved 6/7 minutes (later corrected via e-mail to add that Mary Berg was present at the June 7th meeting).

II - Evaluations

Cycle 3 - We confirmed completion of evaluation forms. Reviewed schedule and assignments for the fourth evaluation cycle currently underway.

III - Special Programming

Announced the following special broadcasts:
Thursday, June 16 - 10am - 1pm - Coverage of the John Conyers-led legislative hearing on the Downing Street  Memo.

Sunday, June 26th - 8am-6pm - Pacifica National Broadcast of gay pride-themed programming.

Discussed possible re-broadcast of East Meets West: Buddhism in America. Program Council did not endorse a prime-time broadcast .
Vote: 4 Y/4 N/3 A. Program Council did endorse proposal to offfer airtime in available overnight slot. Dev Ross to communicate, coordinate and implement broadcast.

IV - Ongoing Programming

Roy to distribute to program council members the descriptive memo regarding planning for possible differentiated programming on KPFB in the future.

Roy to bring or make available to all PC members the completed listener survey.

Grid ecology suggestions from the June 7th meeting pending further review by grid ecology workgroup of Dev, Nick, Annie and Shahram and reportback from Amelia re: 4 pm news headlines. Workgroup to review other suggestions for schedule rationalization and present to full program council in early July.  Tentative schedule for implementation of any approved suggestions is post August fund drive.

V - Spring Retreat Follow-Up

Discussed existing confidentiality policy. No changes decided at this time. Considered what kinds of further disclosure might be desirable or modifications to existing policy. Discussion to continue.

Planned Arbitron receipt and discussion session on next receipt of quarterly Arbitron report, which  was reported as mid-August. Aileen to coordinate getting reports to program council and finding someone to do a brief orientation for PC members on reading and interpreting the reports.

June 7, 2005  APPROVED

I - Approved draft minutes for May 31, 2005 Program Council Meeting with one modification: Add Dev Ross to the list of excused absences.

II -Program Council issued 12 month contracts for the following music programs on completion of evaluation: Earth Songs, Dead To The World, The Bonnie Simmons Show, Musical Colors ,Transitions on Traditions and the Early Morning Music editions with the following hosts: Kevin Vance and Lewis Sawyer. The guest slot and the Friday slot currently filled by Eddie Pay were not evaluated at this time, and the overnight slot hosted by Peja Peja will be reviewed with the rest of the overnight music slots.

The program council discussed the purpose of evaluations and what role the process plays in future work to be done on grid ecology and dealing with pending proposals for new programs. Discussion to be continued.

III - Suggested two possible minor format changes to address grid inconsistencies.

A) Moving Free Speech Radio News to a 3:30pm daily broadcast and moving Cover to Cover to a 3pm daily broadcast. This was described as providing a more compatible lead-in for both shows. The question of how the news headlines at the start of Hard Knock Radio would work in this new format was presented. PA director will research possibilities and bring them to June 14th PC meeting for approval.

B) Moving Radio Chronicles - an arts and literature program - to the Sunday evening arts block for broadcast from 6:30 to 7:30pm and moving the Bill Mandel/Pushing Limits programming to Friday afternoons at 2:30 - with Counterspin moving from 3:00 to 2:00, and opening a 30 minute Friday edition of Cover to Cover for book talk with a rotating format. PA Director to discuss with all involved programmers and will bring responses and feedback to the June 14th PC meeting for further discussion.

IV- Sunday Salon Update: GM presented continuing schedule for Matt Gonzalez to host the program until Larry Bensky's anticipated return sometime in July.

V - Proposal to begin broadcasting differentiated programming on KPFB on afternoons and weekends. Programming would be youth-oriented and the station would put together a KPFB-specific advisory council to review the options. Reported that a trial run on differentiated broadcasting on KPFB on a weekday afternoon resulted in only one listener calling in. Research needs to be done on FCC concerns.

VI - Energy Town Hall scheduled for a teaser program with excerpts on the June 19th broadcast of Sunday Salon and full broadcast on July 4th from 10am to 2pm. The Program Council asks that About Health be offered the day off, so that the new Feminism Journal  can avoid pre-emption and broadcast at 2pm that day - as they are on a 13 week contract.

VII - East Meets West: Buddhism in America rebroadcast remanded to June 14th meeting.

I –  Evaluations.

La Onda Bajita recommended and approved for 1 year extension on contract.

Sunday Salon, Early Morning Music, and remaining 8-10 pm music programs remanded to June 7th meeting due to absence of Luis Medina and Kris Welch.

One year contracts to be standardized for previously approved extensions to Guns and Butter, Bay Area Native Circle (* and Voices of the Middle East and North Africa).

Cycle 3 and 4 evaluations in progress for: Sunday News, Africa Today, Apex Express, La Raza Chronicles, Full Circle, Youth Radio, Against The Grain, Living Room, The Morning Show, Over The Edge, Puzzling Evidence, Crack O’Dawn, The Late Night Hype, The Big Thang, Friday Night Vibe, Pitch a Fit, No Other Radio Network, Night Magic, Roots Kommunication.

UnPaid Staff are encouraged to participate

II – Special Programming

KPFA town meeting on energy issues – discussed possible air dates. PA Director to bring recommendation to June 7th meeting for finalization of air date.

East Meets West – review of proposal to air 4 hour Buddhism in America special. Final decision remanded to June 7th meeting.

Reviewed policy regarding special programming proposals. Motion introduced and approved:

Program council to receive a copy of all one-time broadcast proposals on the Tuesday following receipt, excluding national pre-emptions and fund drive periods. If any PC member wishes to initiate a conversation regarding a proposal, they should so indicate, otherwise special programming proposals are considered to be approved, and are consigned to the appropriate department head for implementation.

III – Ongoing Programming

Discussed the publicly-aired complaints regarding the Feminism Show scheduled to begin airing on June 9th. Reviewed proposal specifics and affirmed start date for program.

IV –  Group Process

Approved listener comments being transferred to CD for direct listening by program council members.   

Ended meeting with open group discussion.
