Cycle 4 recommendations will be scheduled as soon as Luis and Amelia catch up with their post-vacation paperwork.
III - Ongoing Programming
Motion regarding on-air component for apprenticeship program is carried over until feedback is received directly from the program. Kris to report back.
Demo tapes were reviewed by program council members for the program proposals (Watchdog) and (The Block Report). PC members listened to the demo tapes online and filled out one page evaluation forms. Then PC discussed the provided feedback and voted on one of three options a) retain the proposal in its current form as an active proposal waiting on time slot availability b) provide feedback for changes or modifications desired and ask the producers if they would like to produce another demo tape for the PC to review c) decline the proposal.
Watchdog was approved as an active proposal. (Vote 11Y, 1A)
The Block Report recieved a tied vote and decision was carried over to August 23rd meeting.
(An "m" vote is a vote for the (b) option described above).
On August 23rd, the PC will review the proposals (Queer Life) and (Education Programming w/Kevin Cartwright). On August 30th, the PC will review (Work Week) and (New Dimensions Potpurri). That will complete the review process for proposals received in the Jan 2005 to June 2005 window. Proposals received July 2005 to December 2005) will be reviewed in January 2006.
Afternoon weekday program flow suggestion to be discussed with Amelia and re-introduced at August 23rd meeting for discussion.
IV - Special Programming
John Roberts Supreme Court hearings pre-emption dates are tentatively scheduled for Sept 6th, 7th and 8th from
Labot Collective proposal for labor programming on Labor Day to possibly be accomodated from
Wednesday.
V - Misc
The carts regarding the station work environment were introduced at the end of the meeting and will be carried over as an agenda item for the August 23rd meeting.

I - Announcements/Agenda/Administrative
Approved minutes of August 2nd meeting without objection
New program council list serv is up and running and PC members should have received a welcome message in their subscribed e-mail accounts. Anyone reading the PC minutes site at www.kpfapc.motime.com will be able to send a message to the entire program council by clicking on the "contact the PC" link.
Motion made and passed to create a carte letting people know the location of the feed back mechanism and the location of the PC minutes. Dev and Tracy to coordinate the carte.
Program council agreed that they would be open to continuing communications training with Liam Kirsher - the tentative schedule would be to use the PC meeting time every 4-6 weeks for a dedicated session on dialogue and techniques for creating better understanding and managing hot topics. Tracy to check-in with Liam regarding dates and logistics. Liam will be asked to contact one or two PC members privately to discuss questions prior to the 1st session which is not anticipated until September.
Tracy to contact Brian to try to track down June listener comments CD so it can be posted for online listening by PC members.
II - Evaluations
Reviewed progress on 4th and 5th cycles (of a total of 8).
Full program council confirmed tentative vote from the August 2nd meeting to include DN in the list of programs to be evaluated by the end of the year.
Africa Today review delayed due to clerical error which has been resolved and the evaluation should be completed in two weeks.
Motion regarding an on-air component for the apprenticeship program carried over to wait for feedback from the apprenticeship program on the proposed motion.
III - Ongoing Programming Program council will be reviewing the new program proposals received between January and June of 2005 at the rate of two a week. Demo materials are posted for on-line listening by PC members and PC members will fill out a one page evaluation form for each demo they listen to. Proposals will then be categorized as a) active and waiting for a time slot b) in need of changes and modifications and PC will review a new demo tape incorporating the requested changes if the producers choose to make one c) not what the station is looking for in new programming. The program council will review "Watchdog" and "The Block Report" on August 16th, followed by "Education Show w/Kevin Cartwright" and "Queer Life" on August 23rd.
IV - Special Programming Program council initially reviewed Labor Collective proposal for Labor Day. Questions regarding proposed length of program, plans of regularly-scheduled programs on that day, and national participation. Conversation to be continued on August 16th.

I - Announcements/Agenda/Administr
July 19th meeting minutes and suggested change to July 12th minutes were conditionally approved. These documents are appended for full program council review via e-mail and will be considered approved without objection if no objections are recieved.
Mary reported that she and Brian are progressing with the minutes contact project and anticipate it being up and running shortly.
Demo Tapes are posted online for the ongoing program proposals: Watchdog, The Block Report, Queer Life, New Dimensions, and Education Program/Kevin Cartwright. PC members are asked to listen to them. The demo tapes for Work Week and the Cary Silberman program will be posted if/when they are received by the PC. Any other program proposals will be carried over to the next review period in January 2006. Review discussions to begin on August 9th, subject to listening having been completed.
Item on pursuing further communications training/workshops carried over to August 9th meeting due to lack of quroum.
II - Evaluations
Cycle 4 and 5 evaluations proceeding.
The 4th evaluation for Africa Today remains open and
A conditional vote was taken to include Democracy Now in the list of programs being evaluated. The vote will be considered binding on the full council if no objections are presented.
III - On-going Programming
Program Council discussed language to maintain a minimum of an hour of weekly on-air time for the apprenticeship program (currently formatted as Full Circle). Conversation will continue on August 9.
IV - Special Programming
Reviewed Seeds of Peace special coverage.

Minutes: Approved 7/12 minutes with one modification - a spelling correction on Cuba Cante.
List-Serv: Brian and Mary still working on a final format that will allow program council to be contacted via minutes site. Report again at August 2nd meeting.
Schedule: PC will next meet on August 2nd. The July 26th meeting is cancelled due to fund drive.
Demos: The demos that accompanied these on-going program proposals have been made available for online listening by PC members: New Dimensions Potpurri, The Block Report, Queer Life, Watchdog, and Education programming w/Kevin Cartwright. The demos for Work Week and Comedy programming w/Cary Silberman have not yet been received by the PC. Dev reported that the on-going program proposal for Our Planet has been withdrawn due to unavailability by the primary producer.
II - Evaluations
Cycle 5 committee assignments to be redistributed via e-mail.
Full Circle was approved for a year-long contract.
A motion was made to add this rider: The Program Council endorses an on-going on-air component of at least an hour week attached to the apprenticeship program.
The motion was defeated by a vote of Y4, 5N, 3A.
The PC is scheduling further discussion of the on-air component of the apprenticeship program for the August 2nd meeting.
