September 20, 2005      APPROVED

I - Announcements/Agenda/Administrative

Approved 9/13 minutes without objection

Mary updated that Lisa Ballard is in the process of constructing a program council feedback mechanism that will  allow for general contact off the motime page and also forward programming-related e-mail comments to the entire PC.

Program Council approved doing a 2nd dedicated communications session on September 27th.

Les Radke from the Education Collective updated the PC on some material the collective will have available as short segments for PA programming.

II - Evaluations

Reviewed progress on cycles 4 and 5.
Tracy announced that cycle 6 assignments will be put out on October 1. Cycles 7 and 8 are tentatively planned for November 10th and December 15th.

Luis and Amelia are assembling cycle 4 evaluations for recommendations over the next two weeks.

III - Ongoing Programming

PC reviewed note from some members of the Pushing Limits collective expressing concern about the time change to Friday afternoons. Amelia has arranged a meeting with them to go over the time change process. The PC appreciates the communication from them and the expression of their concerns, but continues to believe that the time change is in the best interests of the program and the station as a whole.

Amelia to continue discussions w/Apprenticeship program regarding the resolution in support of an one hour a week minimum of apprenticeship programming on an ongoing basis, be it Full Circle or some other format that may develop  in the future.

The Program Council was unable to complete the review of the Work Week and Potpourri demo tapes due to time constraints. The review has been rescheduled to November 8th, with apologies.

IV - Special Programming

The Program Council approved a 2 hour call-in based show to be produced by the Labor Collective for 10am to noon on the Saturday preceding the state special election (November 5th).

PC discussed the problems with the September 24th broadcast of the anti-war rally. Dev reported on the technical plan for the broadcast. PC confirmed that Silvia will be producing an hour of immigrants and labor coverage in the 12-1 period of the Miguel Molina-produced 4 hour special.

The broadcast time for the Pilipino OURSTORY special  will be
6:30 to 10:30pm on Sunday October 30th.

I - Announcements/Agenda/Administrative

9/6 minutes were approved w/o objection pending correction of typos

Contact info on minutes site progress updated by Mary and Brian. It should be up on motime site shortly.

Tracy reported that cart promoting minutes site will not be produced. Management prefers to wait until program council minutes are brought onto www.kpfa.org site, but that will take time to implement.

Aileen reported that she is working on Arbitron presentation for program council.

Amelia will prepare apprenticeship resolution draft text pending further meetings and contact with Apprenticeship program.

Program Council reviewed September 24th coverage. Dev located the 9/24 Answer/Miguel Molina proposal which had not been forwarded to the PC. Program Council reviewed 9/24 Labor Collective proposal and did not approve it, although we encouraged 9/24 producer to include a labor segment in the coverage of the day.

Program Council went into communications retreat facilitated by Liam Kirsher for the rest of the session.

I - Announcements/Agenda/Administrative

August 30th minutes were approved without objection

Addition of full contact information to motime site still in progress. Promotional cart requested for minutes site by PC cannot be produced until website is updated w/full contact information. To date, management has not approved cart script as written.

Listener comments are available on-line for listening by PC members through the end of July.
Tracy paraphrased comments w/o personal information and made available to Joe Wanzala in the form of a wordfile for distribution to the LSB. LSB to look for a volunteer to perform this task going forward (to replace Mary Bishop).

Aileen to continue searching for most recent set of Arbitrons for planned program council presentation.

UPSO PC reps announced that the UPSO Council has extended the terms of the current PC reps until December 1st (pending the election) and will provide the PC with a written statement to that effect.

II - Evaluations

Luis and Amelia to notify late Cycle 4 evaluations.

Discussed programmer self-evaluation forms. Original model of evaluation structure provided each evaluator with a copy of programmer's completed self-evaluation form, but due to the amount of time it has taken to get the completed forms back and general administrative overload, it has not been possible to maintain that structure in this initial process. Also discussed that ideally, evaluators might meet in small group to discuss and compare notes, but this has also not been possible to coordinate in this phase. Discussed that an on-line summary of each program's goals and vision of itself would be a helpful tool for both evaluators and KPFA's audience in general.

III - On-going Programming

Draft text for apprenticeship resolution not available because Amelia was not present. Carried over to Sept 20th meeting. (Sept 13th meeting is a communications workshop).

Demo tape reviews for New Dimensions Potpurri and Work Week carried over to September 20th meeting.

Discussed program/ and programmer changes on the Early Morning Jazz program and temporary plans of music department for that slot.  Will check in on status again for that slot in a few weeks.

IV - Special Programming

Discussed difficulties with planned Power to the Peaceful broadcast on September 10th.

Discussed proposal (annually recurring) for Pilipino American History Month Special. Approved 4 hour broadcast for Sunday October, 30th  (to avoid fund drive crossover). Start time to be determined by Amelia Gonzalez-Garcia as
6:30 or 7:30pm (so as to avoid chopping Radio Chronicles in half). Amelia to confirm with Klay. Programmer also requested to confirm starting time w/music department so arrangements can be made for remaining portion of Discreet Music. Programmer to confirm engineering needs for program w/Vini Beachum.

Stan introduced a proposal for broadcast of a George Galloway speech (from a book tour). LemLem confirmed KPFA's plan to record speech and use it as a fund drive premium. Discussion of the pros and cons of using speech as a premium vis a vis broadcasting in its entirety.  LemLem to ensure that speech broadcasts in full post-fund drive.

Discussed Hurricane Katrina coverage and prescence of
Pacifica reporters in the Gulf Coast.

I - Announcements/Agenda/Administrative

August 16 minutes were approved without objection. August 23rd minutes received (2) minor changes, (one to note that Aileen was present, the other to change the description of follow-up actions on the one-time programming proposal from Richard Phelps). The April 23rd minutes will be distributed via the e-mail list for approval.

Since Mary Berg is out of town, there is no update on the web form for the minutes site contact info. When that is taken care of, Dev will proceed with a cart for it. William Walker is reviewing
Tracy's script prior to cart production.

Listener comments for June and July have been posted on-line for PC members to listen to. LSB to look for a volunteer to transcribe CD into written form (as Mary Bishop used to do) for board members.

II - Evaluations

Since PA/Arts and Music directors are all indisposed, no further progress on scheduling cycle 4 and 5 recommendations.
Tracy will leave space in 9/6 agenda for any recommendations that might be ready to go.

III - Ongoing Programming

Amelia working on draft text for apprenticeship program resolution.

The PC reviewed the demo tape submitted for the Queer Life program and voted unanaimously to approve it for broadcast should a time slot become available. The PC noted the producers' desire for a once a month slot and the lack of such a time slot structure currently at KPFA. Discussion of KPFK's rotating slot structure and how that is working.

The PC reviewed the demo tape for Education Programming with Kevin Cartwright and voted unanimously to keep the program under consideration pending the receipt of a new demo tape, which would be 60 minutes in length.

The Block Report, which received a 6N-6M tied vote remains under consideration and on hold until a re-vote is scheduled.

Wednesday afternoon shift of Guns and Butter to 1pm and Bay Area Native Circle to 2pm was reported as agreeable to all parties, so Amelia will determine the start date and schedule carts to notify listeners of the changes in advance.

IV - Special Programming

Upcoming programs announced by Dev: Power to the Peaceful on September 10th, La Onda Bajita at 25 on September 16th, Us Out of Iraq on September 24th, Indigenous People's Day at Alcatraz on October 12, Dias de los Muertos on November 1st and Thanksgiving at Alcatraz on November 25th.

V - Misc

Discussed UPSO and LSB resolutions to authorize current program council representatives to continue serving until elections are conducted for their re-election or replacement. UPSO to take up the issue immediately, LSB at next scheduled meeting.

I)  Announcements/Agenda/Administrative

 
Minutes: The 8/16 minutes were not approved because we did not have hard copies to go around even though
Tracy had e-mailed them before. The minutes are to be approved in the August 30 meeting.

 
Added item to the agenda: There was a discussion of the one time proposal by Richard Phelps for a show to respond to some of the statements made against certain LSB members. It was said that the proposal was a reaction to what was showing up on the web site. The overwhelming sentiment among the PC members was that such a show would not help the current situation. Joe agreed to convey to Richard the PC reaction to the proposal along with a request to submit the proposal to the programming coordinator if he is still interested in producing it.

II) Evaluations

 

Luis did not have enough evaluations to make his recommendations. Amelia will present her recommendations next week. Both Luis and Amelia will send e-mails to the PC list asking for missing evaluations.

 

III)  On-Going Programs

 

Apprenticeship/Full Circle : Kris checked with the Apprenticeship Program. According to her, they could use a statement of support from the PC in light of the potential budget cuts. Amelia will draft the statement of support, and the PC will review it for approval.

 

Kevin Cartwright and Queer Collective demo tapes: The PC was not ready for a discussion yet.

           

Block Report: There was a discussion of the conflict between J.R. and some Hard Knock producers as well as concern over the issues of homophobia and sexism

 
Carts: Nothing

 
Switching Wednesday afternoon 1 and
2 PM shows is not final yet.

 
Women’s Magazine will be given a new six-month contract based on the recommendation by Amelia. The vote was unanimous.

 

 
IV) Special Programming

 

The Labor Collective’s special Labor Day programming will be on from 7 to 10 PM on Monday, September 5. The proposal was approved by consensus.
