Since there have beem many mis-statements in the press and on various websites, the KPFA Program Council would just like to clarify that the vote for the March 8, 2006 moratorium on new programming proposals from the KPFA Labor Collective until March 8, 2007 was 13 in favor, 2 opposed, and 1 member who recused themselves from the vote.

I – Announcements/Agenda/Administrative
Approved August 29th minutes
Discussed statement by two members of LSB delegation. Remaining LSB member committed to providing 24 hours advance notification of any unavoidable absence to prevent quorum problems.
Program council members concerned regarding e-mail etiquette and use of the program council list serv to work on developing a draft guidelines document.
Discussed PSA issue regarding Mumia rally. Looked at print-out of current PSA policy and received follow-up report regarding announcement being placed on the community calendar.
II – Cycle Six Evaluations
Discussed time line for completing remaining three cycles by the end of the year. Current cycle to take until September 26th to re-assign and complete missing evaluations, with departmental recommendations due back the week after the fund drive. Cycle 7 PA evaluations (already assigned) to be completed by October 31st. Cycle 7 music evaluations to be assigned and completed by October 31st as well. Departmental recommendations due back to the program council on November 15th. Cycle 8 to be completed between 11-15 and 12-31-06.
III – On-Going Programming
Taking Aim vote proposal vote resulted in a tie on August 29, 2006. Re-vote scheduled for the following week resulted in a decline of the proposal with a vote of 3 positive votes, 7 negative ones, and 3 abstentions.
Received update on Informativo Pacifica. I-GM's report to the PNB on the pilot – scheduled for September 16th – likely to remain inconclusive at this point.
IV- Special Programming
Power to the Peaceful – Proposal still in some state of confusion as of September 5th. Intent is still to place local broadcast up on Audioport. Continuing with attempt to broadcast the concert locally.
Pilipino OurStory – Proposal remains incomplete per Program Coordinator – programmer does not agree. Attempts to bring the two together to address issues and provide additional information not successful for two consecutive weeks. Proposal remains on hold.

I - Announcements/Agenda/Administrative
Aproved minutes for August 1 and August 8, 15 and 22 (unofficial).
Discussed the listserv etiquette agenda ite, originally requested by Nick Alexander. The council does not have enough information to proceed with this item. It was agreed that he should be asked if he is able to provide such informatin, otherwise the item will be dropped from future agendas.
II - Ongoing Programming
Reviews status of the (7) proposals submitted to the PC for consideration:
1) Alternative Medicine - Dr. Theresa Dale - proposal withdrawn. Dr. Dale to prepare a new demo tape that more completely expresses her intention with the show and to re-submit at her convenience.
2) Animal Rigts Radio - Alfredo Kuba - proposal withdrawn. Alfredo Kuba to take on a segment producer role with the pending proposal for Watchdog.
3)The Katy Byrne Show - Katy Byrne - proposal declined
4) Global Voices - Paul Goodwin - proposal accepted for public affairs waiting list pool.
5) Law and Disorder - Geoff Brady - proposal accepted for public affairs waiting list pool
6) Taking Aim - Ralph Schoenman and Mya Shone - program council vote tied. Revote scheduled for September 5th meeting.
7) Thid Coast Live - BK Turner - proposal declined.
III - Special Programming
One member reported that the 8/28 LSB show was well-produced and the sound was good, as was the live broadcast of the Vallejo Jazz Festival, except for the stage sound stereo mix. Several people agreed that both the content and production of the Black August special was excellent and that it ws a wonderful program.
Discussed the Power to the Peaceful broadcast planned for SEptember 9th. ISDN line ordered.
Disucssed Pilipino OurStory. Producer Kayumanggi requests either Sunday October 22nd or Sunday October 29th.
Some further information is needed for both proposals. There will be an updated report at the next meeting.
Ststus Update on Pacifica National's proposed 2-hour election special series: This series was originally expected to start July 7th. Vini reported that as of last week, the details had not really gelled. New target date is for early September. There will be another update next week. During the discussion, it was suggested that a more readily doable alternative would be for experienced people at the various signal areas to produce segments that could e folded into existing shows within the network and made available to the affiliates.

I. Announcements/Agenda/Administrative
Wednesday benefit for Avotcja's loss was announced and a blank book and donation envelope was passed around.
Apprenticeship Program document regarding email guidelines does not exist in the form that had been suggested. PC may do some work on it's own document for e-mail/list serv etiquette - need to decide if it wants to do so at a quorum meeting and appoint members to work on it.
Modifications to minutes: 1 August: Black August special to run until noon, not midnight. 8 August: Kris absent only, not also present.
II - On-Going Programming
Described proposal to resolve the "Animal Rights Radio" proposal by combining it with the "WatchDog" program as a composited program using Alfredo Kuba as a segment producer for the larger program. PC approved of the suggestion (nonbinding) and Tracy to verify over phone that solution is amenable to both producers and report back.
PC notified of possible vacancy in 11am Saturday slot. Music Director to confirm vacancy and then review list of previously program-council approved music proposals as initial course of action. Music Director to report back to PC regularly on status of slot.
Attendance issues with some overnight hosts noted and referred to the music department as a personnel matter.
III - Special Programming
Announced plan to cover Power to the Peaceful Concert (annual special). No proposal brought to the PC - mentioned that concert coverage being disucussed as a possible national broadcast.
IV - National Programming
More discussion of Informativo Pacifica - and on-going technical problems with the broadcast.
