October 24 minutes approved with one modification: substitution of the phrase “PC-related motions” with “the two motions: 1 relating to the authority of the PC, the other to the Labor Collective moratorium:.
List Serv protocol document waits on a draft from Nick for discussion
Vini, Brian and Mary still working on tracking down origin of operations seat on the program council. Addendeum to handbook waiting on resolution of the operations seat question.
Tracy was able to secure a copy of the Summer 2006 Arbitron report from Greg Guma. Brian S. to review and provide summary at the next PC meeting.
II – Special Programming
Program Council members suggested some events possibly worthy of recording: Mario Savio Awards for Young Activists at UC Berkeley, Readings from the Axis of Evil, Oakland Education Association Conference.
Countdown 2006 discussion held over till PA staff present.
PC agreed that it needed to schedule time to discuss expected incoming proposals from the LC after the moratorium expires in 3-07.
III – On-Going Programming
Saturday morning discussion held over till music and PA staff present
IV – Grid Ecology
PC members discussed impatience with the lack of progress on grid review and expressed concern that evaluation is a part of, but not the only part of, this process. Tract discussed previous attempts to work a “parallel track” while completing the evals- including a sub-committee (meetings inconsistently attended) and a questionnaire (never completed by the majority of the PC). PC suggested they would like to look at other station's grids on a weekly basis, reserving time early in the meeting to do this, as a start on the parallel track.

Approved minutes for Sept 19th and Sept 26th meetings. Anthony provided missing attendance records from his notes. Approved with the addition of the attendance data.
List Serv protocol document waiting on draft version from Nick
Vini, Mary and Brian to research origin of operations position on the PC and make final amendment to suggested addition to PC Handbook (of historical data).
PC still in search of most recent KPFA Arbitron Report. Some confusion regarding how to access a copy of the report.
PC receved LSB report from Annie Hallat and discussed the two motions related to PC authority and the Labor Collectie moratorium. Discussion to continue.
II – Evaluations
Tracy stated that she is unable to perform evaluation coordination (i.e. pestering) function as before due to the current demands of the election position, and as evaluations do not come in in a timely fashion without pestering, and there are no PC volunteers to take over pestering, evaluations more or less on hold for the next 4-6 weeks until facilitator is free to resume evaluation coordination.
III – On-Going Programming
PC still requesting copies of Youth Radio self-eval form from the spring.
IV – Special programming
Kris updated on Informed Dissent – playing until Mid-November for an hour after SMT and in the Radio 2050 slot.
Vini notified PC of FCC coverage on October 27th. Program council pleased KPFA decided the broadcast the hearing.
Vini provided PC with blueprint for planned election coverage
Vini provided PC with proposal for 10-28 anti-war ANSWER march coverage. Station recommended not covering the march and doing hourly reports instead. Discussion of live programming restraints and decision making strategy for what's a live broadcast and what isn't. PC vote of 5 in favor, 2 opposed and 4 abstaining from station recommendation

Minutes from September 19th unfortunately not available. Facilitator overwhelmed and unable to produce them and apologizes. Minutes for 9-19 and 9-26 to be presented at the 1st post-fund drive meeting.

II Special Programming
Indigenous People's Day - Program Council discussed potential problems with annual planned broadcast, including questions of whether boat will go, access will be blocked by labor protests, and whether picket lines will cancel the broadcast. PC unanimously supported (after some discussion) for station team to make the attempt to broadcast if at all possible logistically.
Informed Dissent Luis informed the PC that Informed Dissent proposal from 9-19-06 cannot be implemented immediately due to pre-planned Johnny Otis tribute special in the time slot. PC asked for it to be implemented immediately following the Johnny Otis tribute special.
On-Going Programming
Tracy announced that the approved PA proposal Law and Disorder sent some supplementary episodes of their WBAI show for the PC to listen to.
Discussed profanity challenges and issues with reference to Power to the Peaceful, late-night programming, and KPFB-distinct programming.

Announcements/Agenda/Administrative
Minutes from September 12th approved without modifications
Program Council List-Serv usage draft document to be presented by Nick Alexander for review when completed
Historical addition to the Program Council Operating Handbook (prepared and suggested by Brian) on hold until assigned committee of Brian, Vini and Mary B research and report back to the PC on the historical data re: the addition of the Operations position to the PC composition.
PC requests that most recent Arbitron report be supplied by the GM to community rep Brian so he can prepare a verbal summary on the contents for the rest of the PC.
II Cycle Six Evaluations
Luis reported on missing music evaluations, which mostly stem from assignments to people no longer on or no longer attending the PC. All incomplete evaluations re-assigned to current PC members.
III Special Programming
Pilipino OurStory Proposal completed with assistance from Public Affairs Department. Approved unanimously by the Program Council for broadcast on Sunday October 22, 2006 from 6:30pm to 10pm, with a possible extension to 10:30pm, pending notification of Discreet Music.
Informed Dissent - Sample of the 30 minute wrap-up segment available on the program council wiki. PC members who listened liked the program and expressed interest in having KPFA carry at least this one segment. Management to return on the 26th with a proposal to do so.
Indigenous People's Day - Vini reported that proposal was received and was incomplete. PC asked for the proposal to be brought for the 26th meeting with a status update as it will be the last PC meeting prior to the fund drive.
On-Going Programming
Public Affairs Department requested to bring the completed self-evaluation form for Youth Radio (completed) to the PC meeting. Adjourned @ 8:05pm
