January 9, 2007 APPROVED

I – Announcements/Agenda/Administrative

Provisionally approved December 12, 2006 minutes with two modifications: full spelling of Oakland Education Assn and Labor Collective instead of abbreviations.

Provisionally approved addition to PC manual with a provision that approval is limited to the first 3 pages and that the attendance policy change approved last year is open to further discussion. Vote needs to be confirmed by the full council on 1-9-07. Vote was 6 in favor and 1 abstaining.

II – Evaluations

Cycle six music proceeding. Cycle six PA should be close to completed, but needs to be confirmed with PA Department. Facilitator to proceed with Cycle 7 assignments via e-mail.

III – Special Programming

Tim Wise appearance mentioned for possible recording for future broadcast.

IPD announced:

1) Bensky/Glantz coverage of the Bush war plan speech on Jan 10th 6-8pm

2) KPFA to air Media Reform Conference Wrap-ups on Saturday 1-13 w/Sandra Lupien

3) MLK programming to be themed on 1-16

4) State of the Union coverage w/Larry Bensky

The Winter Fund Drive dates are January 30th to February 15th (10am)

PC asked to evaluate recent special programs and agreed to do so via divvying up a recent set among the members. May use an abbreviated form rather than the full on-going program form.

IV – On-Going Programming

PC to review two new program proposals: Peace Talk and Marijuana (Ed Rosenthal). PC members to listen to pilots posted on the wiki site.

I-PD listened to PC members ideas/thoughts re: Saturday 11-12 slot. I-PD to return with proposal for filling the slot when prepared.

Discussed issues with the use of contracts for ongoing and new shows and how to standardize. (Ongoing).

V – Long-Term Issues

PC Retreat and Open House on hold until PC membership rosters from the LSB, Community Reps and UPSO are updated.

PC agreed to take a holiday break until January 9, 2007 due to a variety of personal/professional commitments for members during the holiday season.

December 12, 2006 APPROVED

I – Announcements/Agenda/Administrative

Approved November 28th minutes with no modifications

Reviewed proposed addition to PC intro kit/documentation. Decided to vote on addition at next regularly scheduled meeting.

Dev announced that listener comments for the October/November period were lost and no longer available.

Discussed PC scheduling over the holidays and determined that with vacation schedules and family commitments that PC would be unable to meet again until early January. Agreed to try for a meeting Jan 2nd (uncertain if that would go off) and if not, to reconvene on January 9th.

II – Evaluations

PC members derelict on their Cycle 6 music evaluations agreed to get them done over the break. Public Affairs evaluations continue to suffer from lack of supervision due to overwork within the PA Department.

III – Grid Ecology

Reviewed KPFK schedule (in a circle commentary) at the end of the meeting. Some criticism and some admiration expressed for various programming ideas in their current grid.

IV – Special Programming

Discussed Oakland Education Assn coverage (such as it was) and Mary P. reported on the conference itself and how it went.

Discussed Labor Collective moratorium and applicability with regards to a renewed work week pilot. PC determined that moratorium terms meant that new WorkWeek pilot would be accepted at the end of the moratorium period or March 8, 2007.

V – On-Going Programming

Still waiting on an Informativo Pacifica update

Discussed Saturday 11-12 slot. PC is expecting a proposal from the Music Department/IPD with regard to what will be in the slot on the conclusion of the Music tribute specials.

November 28, 2006 APPROVED

I - Announcements/Agenda/Administrative

Appoved November 14th minutes with spelling modifications.

Final draft of modification to Program Council document package given out for review. PC to decide to add addition as is or to make further modifications at next meeting.

Listener comments not received since September, although they have been prepared. Brian S. to work on getting the CD and getting it posted asap.

Discussed status of UPSO, LSB and CR delegations and the various problems associated with getting all of these bodies to perform their PC selection processes in a timely manner. PC needs to assist with getting these bodies unstuck as our membership, which has served for 2 1/2 years at the moment, needs replenishment as Anthony Fest is moving on to the LSB and Brian Shiratsuki is not running for re-election as a CR.

II - Evaluations

Cycle 6 remains a bit stuck due to inadequate time for coordination

III - Grid Ecology Handout

Program Counil to look at and discuss KPFK format at next full meeting. (Members requested time to review the grid). Program Council looked at an anonymous grid supplied by a PC member and mentioned things we liked and things we didn't about the volunteered grid. Other PC members will hopefully produce their own anonymous grids to continue the conversation in this vein.

IV - Special Programming

On the "Worth Recording" item : KPFA did not do anything about recording "Literature from the Axis of Evil" on 11-29. Interview with OEA keynote speaker scheduled for Living Room.

Discussed end of the Labor Collective moratorium and the expected resumption of proposals on March 8, 2007.

V-On-Going Programming

Informativo Pacifica update is needed. Last substantive conversation was over a month ago. No one present at the PC has much of an idea what is going on with the program.

PC to discuss Saturday mornings from 11-12 following series of music specials that will run in the slot through the end of the year.

Program Council had an informal non-agenda-ed meeting as the facilitator unfortunately had an accident en route to the PC (twisted ankle) and ended up unable to attend the meeting. Informal notes by Annie Hallat as to what transpired will be posted here when submitted.

I - Announcements/Agenda/Administrative

Welcomed new IPD Sasha Lilley

Approved October 31st minutes with no modifications

Program Council will review a list serv protocol doc if/when Nick creates a draft.

Discussed the 2004 PC minutes Vini produced that identify the origin of the operations spot on the PC - which describe it as provisional until the 2004-2005 reconfiguration which fails to mention the position. Decided to add this information to the historical files in the suggested addition to the PC handbook for the sake of historical accuracy.

Reported that October listener comments are en route to the PC

Discussed cart scheduling and play issues with the Berkeley Broadway Singers carts and others. Vini described problems with operatortraining and both the Winamp and DAD systems.

II - Grid Ecology

Gave out the KQED grid for review. Went around in a circle asking what people thought (if anything) was good/useful/well thought out on this grid. Comments reflected a wide range of opinions. Program Council to continue looking at a wide variety of grids for the next 8-10 weeks from a variety of sources and will complile commentary into a single document for use in ongoing grid review. Completed document will be available on completon of the exercise.

Some PC members also volunteered to participate in an exercise to create hypothetical grids for brainstorming that look at program flow and scheduling. The first will be anonymously submitted in the next week or two and other members are encouraged to follow with their versions for discussion and comment.

III - Special Programming

Follow-up on "worth recording" suggestions include: December 12th Oakland Education Association Conference - make contact with Education Today as initial step.

PA Director to look into recording "Literature from the Axis of Evil" on November 29th.

Program Council discussed "Countdown 2006" and the process it went through for approval to air during the PC recess. Program had support from major donors. Program Council would like to botified by way of the PC list-serv when significant decisions are made during recessed periods. Everyone agreed the program was good.

Announced another Archives fund drive on December 28th and 29th - approximate times from 6 am Tuesday to 9pm Wednesday with breaks for FSRN and the news.

Announced Thanksgiving at Alcatraz pending Hornblower issues from 6-9amproduced by Pratap Chaterjee and hosted by Janeen Antoine.

Announced possible coverage of the Washington hearings for Gates as Scecretary of Defense on December 5th or 6th and Bolton as UN Amb. on an unknown date

Crafts Fair on December 9th and 10th from 10am to 6pm

IV-On-Going Programming

Youth Radio has returned to its regular Saturday Am slot at 10am. Music Department will play special programming tributes to Johnny Otis and Phil Elwood throughout December in this slot.After that, PC, IPD and Music Department will discuss options for the 11-12 slot goig forward.
